[Audit] AUDIT and VCON alignment suggestion

Myself, Mirja, Henk and some of the principals working on VCON had a quick
chat to discuss the relationship between VCON and AUDIT. Here is the result
of our conversation, for further input from the community:

It makes sense to extend vcon as the singular IETF standard for
representing AI Agent conversations, vs. creating a second format. In terms
of AUDIT, it wouldn't restrict itself to only use this format but can use
many different types of logs, including ones that have nothing to do with
conversations (e.g., a web server log). As such, the ideal next step is for
VCON to recharter to add AI Agent sessions, and AUDIT can point to VCON as
the source for that specification. AUDIT would keep its current charter
element that talks about referencing/profiling existing standards.
