Hi, Yi.  This text is not a grammatical error; it is referred to as "subjunctive mood".  It is often used in RFCs.

If you prefer that subjunctive mood not be used in this document*, please let us know, and we will remove any instances of subjunctive mood that we find.

* This phrase itself is an example of subjunctive mood.
