The draft was dropped because the authors who had been working on it lost interest in the work, and no one volunteered to pick it up to finish it.

If there’s renewed interest in the work, and volunteers to take up the authorship of the document, it would be possible for the working group to adopt it again.

(Although, at this point - speaking as an individual, not as the chair - it might be more worthwhile to use RTP over QUIC with QUIC multi-path, both of which are existing works in progress, rather than define a dedicated multi-path RTP solution which might have less widespread adoption.)
