Please clarify.  6126 already allows unicast operation, except for Hello
TLVs (Section 3.1 of RFC 6126).

You need an adress to put in the source field of the IP packet.  For IPv6,
this SHOULD be a link-local address.  For IPv4, this could be an address
assigned to a different interface of the same node, but carrying Babel
over IPv4 is NOT RECOMMENDED.
