Well, the draft at hand is more considerations for tests that might be
proposed for measuring network convergence, rather than a terminology
draft. I think we might be able to include the differential between
measuring control and data plane in there, though, to make it more
complete. It could also fall within a separate draft, since that would
apply to single router or multiple router tests, so...
