tl;dr: -08 made grammar changes, allows `3.`, `.3` and `\u{1f913}`.

Hello group,

there have been changes to edn-literas since its successful first WGLC
on -05 in October/November.

While the changes from -04 to -06 mostly address WGLC comments and would
not warrant further checking, and -07 contains minor editorial
clarifications (largest changes are that the content format's limited
use is described, and that the ellipsis is described as new rather than
assuming it to be allowed), -08 introduces technical changes to the
grammar:

Floats are now only required to have digits at at least one side of the
dot (allowing 3. for 3.0 and .3 for 0.3, also for hex floats), and
Unicode scalar escapes (\u{1f913}) are allowed to enable the escaped
expression of Unicode characters outside the basic plane without
resorting to UTF-16isms.


I expect these changes to be controversial, but they do warrant another
check with the working group. I am placing this into WGLC again until
2024-03-15. Unless someone speaks up against the changes, this will be
presented to the IESG as a working group consensus document.
