For folks who are unfamiliar with how Working Groups (WGs) at the IETF 
operate, I highly recommend RFC 2418, "IETF Working Group Guidelines and
Procedures" <http://tools.ietf.org/html/rfc2418>

An understanding of the roles and process will help us have reasonable 
discussions during the next few weeks.
