   surely this is a BCP rather than an INFO-RFC - or have I got the
   interpretation of what a BCP is all mussed up?

   btw I think it a useful document

You'll note that the document was not submitted to the working group.
And the working group is not able to pick it up and run with it...
especially given some of it's more controversial comments.

So no, it's not currently on track to become a BCP.
