[codec] So many emails...

Hello Guys,

Sorry for bombing you with emails this weekend. 

First, I summarize the discussion and consolidate them in Trac comments. Then, I went through my documents on codec requirements and
tried to compare them with the current draft. For most things that are missing and/or unclear I set up an issue on Trac. Now, most
requirements should be listed (albeit not yet discussed or agreed upon).

Trac sends out emails to all as soon as you make any changes. Thus, the overload of emails...
