For experimentation, you can use one of the numbers between 65000 and
65535 which have been reserved for this purpose. They must not be used
in operational deployments though.

IANA will maintain a registry of allocated numbers at [1], once
draft-ietf-core-coap becomes an RFC.

The core-parameters mailing list [2] doesn't see much traffic yet. So,
for the time being, I'd say yes.
