Apologies for the belated reply, I overlooked somehow to your e-mail.

I agree with your comment. That definition of latency should be
rewritten along what you suggests. We'll do that in the next revision.

BTW, it would be good if other WG folks could take a look at the draft and
provide feedback, so we can improve the document before the next IETF
meeting.
