That's not true in all cases - for example, RFC 7084 CE routers are PD clients but they listen to router advertisements. SNAC routers as currently specified in the draft. also listen to RAs.

An RFC7084 CE router act both as a host and a router on its WAN interface. A host for the purpose of assigning addresses to the WAN interface and to do router discovery. For the purpose of PD and forwarding it acts as a router.

There is no conflation between the two roles.
