Oh crap, my eyes went right over that.   It can't be two octets.    
There are no DHCPv4 options with two-octet length fields.   Eliot,  
you have to fix this.   Bear in mind that with the option  
concatenation standard (RFC3396), it's possible to express timezone  
info with more than 255 bytes, although in general we very much  
prefer to avoid info that's that large.
