Mirja had a question on the number or priority levels:

As a starting point, most priority schemes for emergency services have 
at least five priority levels.   If we assume, based on this, that 
emergency services need five values then this would be the minimum 
number of priority levels.  We increased the number of priority values 
to reflect that there are multiple use cases specified.  Other values 
would be used for the differentiated services and application specific 
priorities use cases.
