I don't think we care about that _dmarc.example.com does not exist in the
example, but what matters is really the existence of example.com as I think
the purpose is to not leak information to a PSO for a domain that do exist
without a DMARC record. Because if the domain have a DMARC record, the PSO
DMARC record would not be relevant anyway.

Anyway, I think the NXDOMAIN response combined with the authority section
actually eliminates the 6th DNS lookup. I suppose it actually eliminates
lookup 2-4 too for non-existing domains, no?
