At least in dnsop I can see sizeable group of people - namely software implementers - who do not really contribute to things which are related to 'use' of DNS protocol. Say new RR types (trivial), use of RR types (domain control validation), or data management (DS automation and everything around). These are things which happen 'outside' the protocol, or rather 'use' DNS protocol itself but do not affect what auth and/or resolver do, and thus is is not a concern for implementers. Similarly I don't think people interested in say WALLER RR are necessarily interested in, I don't know, delegation-revalidation draft or DELEG.
