Hum…  The then director has no recollection of that and a request to ICANN to produce such a letter was denied.  All we have is an assertion that a request was made.
Neither Herb, nor Bob have any idea what happened.  In the interests of openness & transparency, one might expect less demure behaviors.  I would go into more detail,
but it is not WG related.

It is standard IANA practice that the details of the communications we have with directly involved parties are held in confidence. For requests relating to substantial changes of control for ccTLDs (e.g. delegations, transfers and retirement) a report is published after the conclusion of such requests that is a distillation of the relevant facts, but the underlying communications with the parties are not.
