This issue and olafur's solution reflect the awkward relationship between the recursive and authoritative servers. 
About this issue, no matter what kind of meta-data should be ignored or what kind of policies are configured by the authoritative servers, it's necessary for the authoritative server to notify the recursive server when the request will be ignored. So, the scope of the olafur's draft can be extended but not only on the "ANY" issue.
One step further, more transparent and harmonious relationship between the R and A should be established. It's better for them to have a cooperation and win-win relationship but not the simple "request/reply" interaction.
