well if you have deployed code and merely want to clarify the DNS 
specification as to what QDCOUNT>1 means and constrain it to be 
same-qname, i don't think anyone will object.

however, ray bellis just answered your original note (sent to dnsop) 
with this expired draft from 2017, which i do not remember but may have 
been bogarting with the proposal i made here yesterday:
