Clarification: ION currently used CBHE when "ipn" naming is used. ION currently does not operate without using CBHE for "ipn" naming. Thus for DTN2 and ION to interoperate using "ipn" naming, DTN2 must use CBHE.

=====
My colleague, Alan Hylton is working on CBHE for DTN2 as we need this for interoperability between ION and DTN2. The current ION implementation defaults to CBHE. Anyway, this should provide an independent implementation of CBHE so long as we do not try and lift the ION code. Any ambiguities in the specification hopefully will be indentified during this process.
