I added this to the draft.

"Details" is a parameter, not an element, and hence cannot appear 
multiple times.  The intent is for internal use and troubleshooting, 
not for display to users.  I'm not sure there would be enough benefit 
to change it to an element to permit multiple occurrences and to have 
a language tag.
