There was a response [1] from the IAB to UNDESA which provided 
updated information on the role of the IETF in Internet 
governance.  The IETF LLC is, if I am not mistaken, part of the 
internal organization of the IETF.  I viewed "governance" in terms of 
structures and processes.  There are probably different 
interpretations of it depending on the context.
