Note that EPCs are URIs (of the form urn:epc:id:...).  So if DS keys are
defined to be any URI, then DS will accommodate not only EPC but any other
numbering system that has a corresponding URI syntax.  For those numbering
systems that don't already have a URI syntax, it is usually straightforward
to create one.  It is also easy for individual enterprises to create URIs
for private identifiers, by using an HTTP URI based on a domain name they
own.  (They may also register a PEN and use an OID, if they prefer an
all-numeric scheme.)
