you assist me in reconciling your note and theirs?  If I read their note 
correctly, they have sufficient information.  Is this not the case?

The IANA has reviewed the following Internet-Draft which is in Last
Call: draft-ietf-dhc-timezone-option-05.txt, and has the following 
comments/questions with regards to the publication of this document:

Upon approval of this document, the IANA will make three 
changes to the registries that support DHCP:

First, in the registry located at:
http://www.iana.org/assignments/bootp-dhcp-parameters
in the subregistry named, BOOTP Vendor Extensions and DHCP 
Options, two new values will be added:
