[Gen-art] RE: Gen-ART review of draft-hansen-2717bis-2718bis-uri-guidelines-05.txt

Are registration forms and IANA submissions, in general, "Contributions
to the IETF", and subject to RFC 3978?

Of we're no longer requiring the registrations to appear
within an Internet Draft, do they at least need to include
the Internet Draft disclaimer about IPR?
