I agree, so it would probably make sense to cite BCP125 as background, if this draft proceeds.

However, I now see that BCP125 does contain an "exit clause" in section 4:

"In the event that the IETF no longer has relevant expertise, there
are still two choices to discuss with the Area Director: bring the
work to the IETF (i.e., the IETF imports expertise) or reach mutual
agreement to do the work elsewhere (i.e., the IETF explicitly exports
change control)."

That's pretty close to the gatekeeper function others have mentioned. The BCP doesn't mention the Trust, which was perhaps an oversight.
