James,

Version -00 (or -01) of this document, which was the combined result of work from JamesW, Henning, Hannes and myself was accepted.  Since then, the WG item was blocked (I don't know why) and we've had a few more revisions.

This is on the tools page and -03 is the current and active version.  I don't see why there would be a problem.  It's not old, it's just that we've not needed to update it.
