Hi Tony -

Good point.  I remember that.  I was dealing with the IPv4/IPv6 issues at
the time (and a bunch of other tricky issues) from the USG side as that was
also part of the package re "access" from WTSA 2008 (that was quite an WTSA
as ccTLDs, IDNs, v4/v6, ICANN issues (in the form of "enhanced cooperation)
and more was at bar - less the infrastructure development side of things
TBH).  That also was the meeting where negotiations led to the "Internet
Policy Group" in the ITU Council.

The "non-discriminatory part" (it is coming back to me, now) had a lot to
do with international sanctions and other related/perceived issues where
govt could not put the word "sanctions" in the Resolutions per se, but
could allude to issues in a more oblique way.

It will be interesting to see what papers are submitted for the workshop!
