You should be aware that the ITU-T adopted an almost identical statement as WTSA Res. 69 in 2008 and set up an information collection process. See https://www.itu.int/net/ITU-T/res69/Default.aspx. Between 2009 and 2016, 37 submissions were filed - all by the Republic of Sudan against the United States. See below. All the complaints were similar - objecting to blockage by internet providers of Sudan access to resources resulting from UN sanctions against Sudan based on gross human rights violations, and implemented by the Obama Administration. Indeed the "non-discriminatory access to the internet" theme threads through 434 ITU documents over the past 25 years going back to the 1998 Plenipotentiary Conference and now instantiated in its basic treaty instrument, re-adopted in 2022 as Res. 64. Yet ironically, the only investigatory action resulted in complaints about implementing human rights sanctions. You might want to "red team" the theme at your conference. Another dimension worth considering is the role of Mobile Communications today for most of the world in providing access to ICT resources and GSMA's "State of Mobile Internet Connectivity Report 2023".
