Also would if be possible to ask one of the IETF workgroups that worked on time
subjects to propose a time format safe wrt leap seconds and such? 

It is very clear embedded bits are moving to http as communication channels, so
http/2 should really be built to avoid embarrassments such as trains being
stopped at DST time because no one can vouch all the electronics and their
traffic is dst-safe.
