The problem with any standardized protocol at that layer is that there
are essentially no network effects; multiple parties using a BEEP
based protocol cannot benefit from each other's deployed software in
the same way that Web publishers benefit from each new deployed
browser (and vice-versa).  Network effects of that kind come only from
agreement on an application protocol, not a framework for developing
application protocols.
