Adopting both common and channel-wise pre-handshake quota sounds too much.
I slightly prefer to take only one of them.

I was wondering if the risk of head-of-line blocking on pre-handshake quota
is significant or not. That's why I proposed two-parameter method in the
first mail in this thread rather than common pre-handshake quota.

Any other opinions?
