Narrowly defined it matters only for *labels* that happen to have a code 
point with a locale-sensitive mapping.

Most *labels*, even all the other ones for the same locale, are unaffected.

PS: I'm still wondering to what extent applying locale-based mappings is 
even useful. I can see it when typing in an address bar, but already 
when accepting a URL from a document, I'm not sure it helps 
inter0perability.
