In ICANN comment processes, the people who matter tend to submit their
comments either at the moment the period opens or at the last minute,
so I wouldn't pay too much attention to the ones submitted so far.

But I was impressed that Owen Delong thinks Paris is the wrong place
for arbitration because their Internet connectivity isn't very good.
