Hi peter -

The intention of the paragraph you cite is exactly that -  the server
SHOULD send upper case, but the CLIENT must be prepared to handle
upper or lower case.  A specific expression of the general robustness
principle.

WRT to wording, I believe minor changes such as this can be fed in
during the 2 week last call without disturbing the process -- note I
said "I believe" - I'll have to check.  Let's see if there are any
other warts that show up during last call before I submit a new version.
