Hi,

I think Jeff is asking what if the length in numeric-op is different then
"10" meaning 4 octets say it is sent with "01"?

"Type 13 component values SHOULD be encoded as 4-octet quantities
(numeric_op len=10)."

It seems this is exactly what his implementation will do today.

It looks to me on the surface as this "SHOULD" is while not a MUST it still
does not allow flexibility to send only what is needed as it was seen as
encouraging manual flow label allocation.

So with current text I am not sure if some implementations may not claim
RFC violation when they see Junos sending shorter numeric_op length.
