Just to shed some light to the background, as I was a v6ops co-chair 
at the time, this draft _specifically_ removed support for 
tunnel-based encapsulation as the draft's applicability was geared at 
MPLS deployment.

I'm not sure if I'd want to have it added back.  Of course, this WG is 
free to build on existing work to do its deliverables.
