spam filter rulesets are typically derived from a kind of statistic 
analysis of a group of messages that are considered to be spam.

the actual statistics that are valid depend upon the recipient.  some rules 
that are correct for the 'average' recipient will be entirely wrong for one 
or another individual recipient.

hence one of the requirements for a serious spam filtering product is a 
means of training the rules set easily -- where easily means easily for an 
average end-user.
