Hi,

Geert Jan jumped the gun on me.  This spec is one that the TSV Area
commissioned, because the Internet needed it in the standards track.
Richard should indeed ask for it to be Last Called now. I approve
for the Four Week Last Call.  I would like to have the spec submitted
for PS, though, not BCP.  Interestingly, the material in Richard's spec is
described in the Host Requirements RFC (Standard) as mandatory, however,
the Host RFC had no spec to point to for substantiating the requirement.
