Brian,
if this is true, then the spec for IPv6 embedding in NSAPs does not
need to specify which value to use, and should call it a local matter.

I don't believe it, but am willing to let the OSIites shoot themselves
in the foot over it.

It's actually quite consistent with ISO's decision that you don't need
to be able to tell from an NSAP whether you can connect to it using
CONS or CLNS.
