Just some questions: Am I right that the template below for nrf will 
replace the one at 
https://www.iana.org/assignments/lang-subtags-templates/nrf.txt? If yes, 
wouldn't it be better to write it so that
all the three islands/languages are covered, in particular for
"4. Intended meaning of the subtag"?

In case I got something wrong (which is easily possible), please tell me.
