[Ietf-languages] Proposed records and registration forms for Sark and Sercquiais

As promised last week, here are proposed records and registration forms to add region subtag ‘CQ’, corresponding to the discovery of an exceptionally reserved ISO 3166-1 code element, and to add a Description field to primary language subtag ‘nrf’, to take advantage of the new region subtag.

I added more background to the ‘nrf’ update than usual for a Description update, because we are not reflecting an ISO 639-3 change, but adding another Description field beyond the two provided by ISO 639-3. The bibliographic references are from the Wikipedia article on Sercquiais.

The review period for these requests runs through Sunday, January 29, 2023 AoE.

This registration adds the Description field "Sercquiais" to the primary
language subtag 'nrf'. Sercquiais is the variety of Norman French spoken
on the island of Sark in the Channel Islands.

ISO 639-3, which added code element [nrf] in 2015, lists "Jèrriais" as
the reference name and "Guernésiais" as an additional name; these
varieties are spoken on the islands of Jersey and Guernsey respectively.
