 Yes, but if that happens, a newly published document, written in that
specific form, can from then on be tagged in two different ways (i.e.
both "xx-simple" or xx-<specific>). This ambiguity seems
tripleplusungood to me.

 This could be addressed by stating that the "additional subtag" must
have the root language + "simple" as its prefix.

  E.g.:

   Subtag: newspeak
   Prefix: en-simple

  This would create a "hierarchy of simpleness" and allow both the
tagger and the user to choose the level of precision desired.

  It would also reflect reality. After all, Ogden's and VOA's are not
just specific forms of English, they are specific forms of simplified
English (or so it seems).
