I have been participating in IETF for 25 years.   I did not serve on Nomcom
until I became Nomcom chair after 11 years in IETF.  I was not selected as
a voting member  until 12 years after that.  This is random selection works
- not much different than buying a lottery ticket.  If you want a
guaranteed slot, then you can volunteer to serve as chair.  If I hadn't
been chair, I would have been involved in IETF for 23 years before I served
for the first time.
