I'd like to express very strong support for the publication of this
document.  Growth of the Internet has brought with it many service
operations with staff who do not fully appreciate the importance of the
issues raised by this document.

Small comment:

One line of argument that is often made by those responsible for
some such operations is that if their own direct connectivity to the
Internet is temporarily disrupted, then there is no incremental damage
caused by also having their DNS service interrupted.  (If no one can make a
connection to them, then what is the problem of not having a DNS query for
them resolve?)  It would be helpful to have the proposed document address
this view directly (and forcefully.)
