If this a new draft that is not copying in text (such as one might do 
when preparing a bis document) from a Pre5378-era document, there's 
nothing to do - the warning does not apply.

If you send me your draft source, I'll let you know why you're seeing 
the warning. I suspect it's entirely because the draft hasn't been 
submitted at all and idnits finds no metadata for it.
