The IESG has approved the Internet-Draft "Internationalization of the
Hypertext Markup Language" <draft-ietf-html-i18n-05.txt> as a Proposed
Standard. This document is the product of the HyperText Markup Language
Working Group. The IESG contact persons are Keith Moore and Harald
  Alvestrand.

Technical Summary

This document describes extensions to the HTML documented in RFC
 1866 that allow:

 - Use of the full ISO 10646 character set in numeric references
 - Directionality control
 - Marking of elements with a language marker

Working Group Summary

The most controversial issue in the working group was the limitation
of the scope of the document. Numerous other issues were brought up
and rejected because they were either immature or not completely
 necessary.

There seems to be rough consensus on the current selection.

Protocol Quality

The protocol has been reviewed for the IESG by Harald Alvestrand.
