Tim,

Prepaid nonrefundable reservations are always much less expensive than
normal reservations, and also don't include breakfast. You have to compare
against their best rate that isn't non-refundable and includes breakfast.

I do agree, a 21-day cancellation policy isn't the best, but if that's an
issue for you, you can stay at the Hilton Old Town, which has a 48-hour
cancellation policy.
