Agreed.

The text should parallel the text that describes the use of the
UTF8SMTPbis parameter when the contents of the message or
envelope are not known to require EAI (i.e., non-ASCII)
capability.  That means that those who are concerned about that
type of advice should check the existing text carefully to be
sure it reflects WG agreements about the matter.
