IPPM,

This is an opportunity to see how we've addressed the IESG's comments.

With the possible exceptions of adding some new metric names
(as discussed on the list last week) and a new "Disclaimer" section,
I think it's fair to characterize all the comments and resolutions
as clarifications to the text.

One typo: RFC2640 should be RFC2460.
